My observation is that the privatization effort, at best misguided, at worst corrupt, has wrecked HHSC social services. Previous to this, workers in the region where my wife works regularly received bonuses linked to Federal money awards for timely, accurate processing of aid. However, the privitazation project led many experienced workers to leave for other jobs in the face of proposed downsizing. When that effort ran aground, HHSC was left with too few workers, a much less experienced workforce even when hiring resumed, and burned out workers often putting in 60+ hour work weeks.
