It may have been dismissed, but it accomplished what it set out to do- shine a spotlight on what we, in the field, knew would eventually would become an issue. Well it took the clients to finally get them to start hiring - i guess they turned away from how bad it was until it was thrust in their faces by a lawsuit - appears that only that catches their attention. But tiers continues and money keeps flowing out the door - it would be better used to rebuild the staff and provide for adequate training of staff.
