I would like to think her evaluation and report would stop the mess. But, as I keep hearing there is already so much money invested that it's too late.

I think we should go back to the old way of elibility until TIERS is fixed and running the way that it should.

In the meantime...possibly start 1 (one) call center to handle ALL medicaid programs and TANF. These should be totally housed with fully trained state employees.

The local offices should interview only FS cases.

The local offices are pretty much call centers themselves.....maybe work that in with medicaid programs if need be and also go ahead and create the mobile units that they were talking about in the rural areas.

I do think that if they beef up investigations and actually make surprise visits to households that it would also save the state money in fraud.

Right now no one is scared to commit fraud because everyone knows they aren't going to get caught because no one is going to come to their house to check. Once people start getting caught committing fraud...the word would get around what is happening and everyone would be reluctant to commit fraud.

They will never admit their project failed. Remember the statement in July from the State's lawyer, saying that the eligibility would never go back to the state employees, they would just find another company.

They don't want us anymore, man, we have too cushy of a job and do nothing but sit behind a desk....
yea, right!!

It's not over yet. TIERS is tied to Accenture. This coming January they are going to offer a new "family planning" program for women. I haven't heard all about it, and have been told it is for women who for reasons of income or citizenship won't qualify for TP 40, but the words "family planning" have always been Synonymous with birth control. This new program will be run through TIERS, through the ART people. If it is what I think it is, and it is offered to any woman between the ages of 18 to 50, all these women will be placed in the TIERS database....ALONG WITH ANYONE ELSE ON ANY ASSOCIATED CASES.... The powers that be will spin the numbers into a scenario where it would be almost impossible to get rid of the TIERS project, and hence Accenture

TIERS is not going away, unfortunately, however, Accenture would love to dump it. They were stuck with TIERS as this was a condition of the contract. In fact, they have had to hire Deloitte as a subcontractor to work on the program as their own people have not had any success. The new women's program will be in TIERS and state office intends to start rolling out next month with TIERS in Williamson county and continue to roll out county by county until the entire state is on TIERS. Rumor has it that they may not even start rolling out the new IE system until TIERS is statewide. We may have a better chance of losing Accenture than TIERS, but I don't think either will happen. It may be a long time before Accenture takes on anything more than what they have now, though.

What everyone forgets is that line that says "once in TIERS always in TIERS" is a lie. All you have to do if a case fatals in SAVERR because the client is on TIERS is to put a "1" in the client number screen.

IT people have long said they could have moved the SAVERR program into a window based program for about $1 million.

TIERS is political. THAT is why it will not go away.
