USDA/FNS says "NO" to Hawkins' request for retroactive funding for HHSC

Below you will find the letter sent to Albert Hawkins from USDA/FNS denying retroactive funding for the TIERS/IEES Project. This is due to the fact HHSC failed to secure required prior authorization from the USDA to proceed. It makes one wonder just how much THIS decision will end up costing the taxpaying citizens of Texas??
