I was one of the many volunteers of State workers that went to Houston, and other surrounding areas, and we did use the TexCat system, but it was a data entry system. Very basic, The bio on the applicant, address, and who they were applying for. Their was no income, resources or any other eligibility points of verification. And sometime not even ID. Remember all the people applying for benefits were Hurricain Evac. and some left with no ID. Nothing, I mean DR. Lawyer, Cops, everybody that had come from Louisiana, applying we were giving them Food Stamps, even inelig. aliens. Accenture and HHSC might have created the system in 3 days. But it was the STATE WORKERS that worked from 6 am until midnight every day nonstop, taking sometimes 15 min lunches to process those 43000+ applications. Not Accenture, STATE WORKERS did that.
